COA-GPT: Generative AI Architecture for Accelerating Military Operations

In today’s rapidly changing battlefield environment, the success of military operations largely depends on the ability to quickly formulate and adjust Courses of Action (COAs). Traditionally, the development of COAs has been a complex and time-consuming process involving extensive strategic planning, intelligence analysis, and multi-party coordination. With advancements in technology, particularly in artificial intelligence and big data analytics, how to leverage these cutting-edge technologies to accelerate the generation and optimization of COAs has become an important topic in military research and practice. Effective COAs not only need to align with military theory and strategic objectives but also must be able to quickly adapt to the ever-changing conditions and unexpected events on the battlefield. Furthermore, with the evolution of modern warfare, such as information warfare and cyber warfare, the requirements for COAs are also continuously increasing, including the ability to handle complex data and integrate cross-domain knowledge.

Recently, researchers at the U.S. Army Research Laboratory EDVCOM proposed the COA-GPT framework, which integrates military theory and domain expertise into a large model through contextual learning, allowing commanders to input task information (including text and image formats) and receive COAs aligned with strategy for review and approval. The uniqueness of COA-GPT lies in its ability to not only accelerate the development of COAs, generating preliminary COAs in seconds but also to support real-time refinement based on commander feedback. This work evaluated the performance of COA-GPT in military-related scenarios of the game StarCraft II and compared it with state-of-the-art reinforcement learning algorithms. The results show that COA-GPT excels in generating strategically sound COAs more quickly, with additional advantages of high adaptability and alignment with commander intent.

In modern military operations and planning, the ability to quickly formulate and adjust COAs is crucial for seizing battlefield opportunities and responding to changing challenges. By combining military theory and practical experience, COA-GPT can understand complex task requirements and generate COAs that match them. Additionally, the algorithm supports real-time adjustments to the generated COAs, ensuring that plans can quickly adapt to changes in the battlefield environment and immediate feedback from commanders. The development of COA-GPT marks an important advancement in the application of artificial intelligence technology, particularly large language model technology, in military decision-making and planning.
